CFSA Reports and Assessments

Following are internal reports that provide important facts and statistics about the District's most vulnerable children and families. These reports are key steps towards institutionalizing best practices in child welfare.

CFSA Pandemic Plan_pic
 
 
CFSA Pandemic Preparedness Plan* - In case the H1N1 flu virus causes high employee absenteeism, CFSA is prepared to maintain critical services to District residents. This plan delineates essential child welfare functions and a protocol of back-up decision-making authority for all major CFSA positions. It lists responsibilities of foster parents and contracted out-of-home care providers and provides helpful tips of preparedness.
 
 
Racial Disproportionality and the District of Columbia Child Welfare System
 
 
The District of Columbia's Family Court is one of 36 in the nation to participate in the 2007 Victims Act Model Courts program of the Permanency Planning for Children Department of the National Council for Juvenile and Family Court Judges. In collaboration with the model court imperative, CFSA established a plan of action to assess, for the first time, the impact of racial disproportionality and disparate treatment within agency policies, practices, and culture. Partnering with representatives from the Office of Latino Affairs and two key Hispanic social service agencies, CFSA was the lead designee for a collaborative review of under-representation of Latinos in the District child welfare system. Implementing the Adoption and Safe Families Amendment Act of 2000 in the District of Columbia
 
 
In compliance with the Child and Family Services Agency (CFSA) Establishment Act of April 2001, CFSA prepares an annual report (the 2008 Annual Public Report*) to inform the Mayor, District Council, and the community of the District’s achievements and challenges in implementing DC Adoption Safe Family Act. The Report provides an overview of the Agency’s accomplishments and challenges over the past year, with respect to the achievement of outcomes related to safety, permanency, and well-being for children in foster care and their families.

Youth Who Transitioned from D.C.'s Foster Care System: A Study of Their Preparation for Adulthood
 
CFSA's Quality Assurance Unit conducted this study in 2007-08 to determine the child welfare system's effectiveness in preparing youth for adulthood. The study focused on all youth who emancipated from foster care to independence during a two-month period in 2006. 2007 Needs Assessment Cover
 
The 2007 Needs Assessment is an intentional evaluation of current and projected placement and placement resource services for children, youth and families served by the child welfare system. It particularly examines the resource needs of siblings, children with special needs, older youth, and youth who experience multiple placements. Additionally, it takes a special look at one of the most vulnerable populations -- children ages 0 - 3 years.
 
An Assessment of Disctrict Programs to Prevent Child Abuse and Neglect
 
 
This assessment reports the current available public and private programs for Child Abuse and Neglect prevention in the District of Columbia. It includes programs that are funded and/or administered by government agencies, community-based and national non-profits, schools, hospitals, and the Healthy Families/Thriving Communities Collaboratives, as well as other types of organizations identified during the course of the report. An Assessment of District Programs to Prevent Child Abuse and Neglect*
Child Fatalities Cover
 
This is the fourth annual report of trends, findings, and recommendations about fatalities of children who had contact with the Child and Family Services Agency (CFSA) at any time in the previous four years (2002-2007). The term “contact” includes (1) current, active cases; (2) cases active in the past but now closed; and (3) reports to CFSA’s 24-hour child abuse/neglect hotline that we investigated and determined to be unfounded. (The report was made maliciously or in bad faith, or it had no basis in fact.) Throughout this report, “known children” and “known fatalities” refer to deaths that meet these criteria. CFSA conducted several evaluations and assessments to better understand quality of practice and performance outcomes. CFSA also prepared and initial draft of Mental Health Needs Assessment to identify the mental and behavioral health needs of children and youth in out-of-home care and to recommend ways to enhance collaboration with the DC Department of Mental Health. QSR 2008
The Quality Service Review (QSR) is a qualitative method of gathering data and providing feedback about individual child welfare cases and the system as a whole. The QSR examines case practice, systems, and outcomes for individual children and families to identify strengths and areas that need improvement. Quality Services Review Report Fall 2008*
 
 
 
Performance Scorecards
 
Child and Family Services Agency (CFSA) publishes best practice performance scorecards illustrating the performance of CFSA and its private agency partners in their best practice outcomes and benchmarks.  Those outcomes and benchmarks are derived from the LaShawn Implementation Plan established by the Federal Court Order in 2003.
 
Data presented in the scorecards below is extracted from reports in FACES, CFSA's client information system, which produces monthly reports to track performance data for each outcome on every 15th of the following month.
