Director, Human Resources Administration

General Job Information

First Screening Date: Ten (10) days from the opening date, and every ten (10) days thereafter until filled.


Brief Description of Duties:

  • Serves as the Human Resources Director in the Human Resources Administration (HRA), Office of the Deputy Director for Administration (ODDA), Child and Family Services Agency (CFSA), responsible for providing leadership, direction, development and administration of all aspects of the agency’s Human Capital Management Program. Provides policy advice and recommendations to the CFSA Director and senior leadership on all human capital issues.
  • Plans, organizes, directs, controls and administers the agency’s personnel policies and procedures. Develops, implements, and administers the employment process; administers the wage and salary program including the administration of benefits; establishes and maintains the agency’s employee relations program and monitors personnel activities. Directs the implementation of human capital management information, data and matrix requirements.
  • With a sense of urgency, administers all functions of the Human Resources Administration through a subordinate staff of Human Resources Managers, Generalist/Specialists, and support staff to include policy development, position classification, staffing and recruitment, compensation and benefits, employee and labor relations, and employee development and training. Develops and administers performance management programs and long and short-range strategic work plans. Maintains final authority for hiring, disciplinary action, and leave approvals. Actively partners with collective bargaining unit(s) and regularly communicates pertinent agency information to CFSA personnel and other District government employees.
  • Recommends and updates long-range human capital plans to support Agency objectives. Recommends agency’s position regarding administrative policy and legislation affecting agency operations impacted by human resources issues.
  • Plans and implements the agency’s human resources policies and procedures; participates with front-line employees, managers, Deputy Directors and the Agency Director in developing organizational goals, policies, guidelines, and strategies. Develops and implements personnel policies and procedures; directs, oversees and implements all staffing activities. Plans and implements strategic Recruitment and Selection Plans for special categories of occupations; recruits applicants and/or secures referrals from varied resources; establishes and implements selection procedures; assures compliance with federal law in the selection process, ensures preparation of proper documentation concerning selection; and orients administrators and managers on all key human resources processes.
  • Initiates, plans, develops, administers, and implements policies and procedures for preparation or revision of job descriptions, job analysis, development of bona fide job requirements, and performance standards.
  • Initiates, plans, and administers wage and salary administration including conducting analyses. Advises managers on legislative changes which affect compensation; develops Agency wage and salary policies and procedures; conducts and participates in salary and benefits surveys; ensures completion, accuracy, and filing of Federal and District payroll information; reviews compensation program for conformance with wage and salary policy; implements changes in payroll procedures, processes, forms, and employee benefits.
  • Administers District’s benefits program for employees and their families; coordinates employee assistance program resources.
  • Develops, and implements employee well-being and assistance programs that support a trauma system therapy culture. Initiates and administers employee education programs.
  • Implements, and manages various insurance programs. Administers agency representation in District Worker’s Compensation and Unemployment hearings. Initiates and coordinates Agency’s retirement program in conjunction with District Human Resources.
  • Establishes and maintains uniform human resources policies and procedures and confers with administrators, managers, and supervisors on payroll, benefits, performance evaluation, work-related problems, disciplinary actions, and other human resources matters.
  • Establishes enrollment forms and procedures for proper retirement benefits.
  • Ensures overall compliance and implementation of District and Federal programs related to employee time off including FMLA and other related programs.
  • Serves as agency’s chief negotiator in union contract and impact and effects negotiations and administers the union contract. Represents the agency in legal actions related to human resources matters.
  • Directs the design, development, and maintenance of systems, programs, and systems software with the Child Information Systems Administration, consistent with the Human Resources Administration’ management information system requirements.
  • Performs other related duties as assigned.

Conditions of Employment

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

The incumbent in this position is required to undergo and successfully pass a criminal background investigation and drug test as mandated by Title II of the Child and Youth Health and Safety Omnibus Act of 2004. The incumbent may be required to take random drug test. This position has been identified and designated as a security-sensitive position subject to a mandatory drug and alcohol testing. If selected for the security sensitive position, you will be required to submit to drug testing prior to appointment and appointment to the position will be contingent upon a negative drug test result.


Education Requirement:

Requires advanced knowledge of the regulations, policies, procedures and processes of human resources, as evidenced by a Bachelors Degree in Human Capital Management, Human Resources, Business Administration and/or related field.

General Experience:

Ten years of specialized experience equivalent to at least the next lower grade, which has equipped the employee with the particular knowledge, skills and abilities to perform successfully the duties of the position or related to the work of the position.

Basic Requirements:

  • Mastery oral, written and interpersonal skills, including MS Office.
  • Mastery knowledge of human resources management and the policies.
  • Demonstrated experience managing a comprehensive human resources program for medium to large-sized organizations.
  • Mastery knowledge of the laws, regulations, policies procedures, theories, concepts, standards and principles of employment; comprehensive knowledge of personnel management, staffing and recruitment, compensation and benefits and labor and employee relations; comprehensive knowledge of CFSA’s jobs and job requirements.
  • Guidelines include personnel management laws, rules, regulations, standards, manuals, directives and policies; Federal and District laws; Federal and District regulations and policies affecting labor relations, compensation laws, regulations and policies; texts and publications related to various agency programs; and CFSA zero-based budget materials. Guides are not available for all situations in the realigned agency and require the adaptation/modification of existing guides; the development of new guides; the origination of new techniques, policies, and standards; and the application of sound judgment in novel situations without precedent.
