When a child’s safety cannot be ensured in their home, CFSA, upon receiving court authorization, must separate the child from their family for their protection. CFSA’s licensing of group care settings serves as an essential quality assurance function, promoting the safety and well-being of children and youth by ensuring each facility has adequate regulatory oversight and meets required regulatory standards. In addition, CFSA collaborates with community-based facilities that serve youth not involved with CFSA, including unaccompanied refugee minors. The following policy reinforces the role and responsibilities of the Office of Facility Licensing (OFL) in measuring regulatory compliance and performance and determining quality of care, and outlines guidelines for the enforcement of legal requirements to operate a YRF and ILP in the District of Columbia.
