The Fostering Stable Housing Opportunities: Housing for Youth Aging Out of Agency Custody Annual Status Report has been prepared pursuant to section 303g(d) of the Prevention of Child Abuse and Neglect Act of 1977, effective March 10, 2023 (D.C. Law 24-309; D.C. Official Code 4-1303g(d)), and details CFSA’s efforts to ensure that no youth aging out of foster care (“aging-out youths”) becomes homeless.

CFSA supports youth exiting foster care by preparing them for a successful transition to independence. This report focuses specifically on youth aging out of care, who are defined as youth aged 18-21 who do not achieve positive permanency (reunification, guardianship, or adoption) upon exiting foster care.
