This policy establishes Support, Opportunity, Unity, and Legal relationships (SOUL) as a youth-driven permanency option for youth ages 16 and older in foster care. SOUL supports youth in building lifelong legal and relational connections with their chosen family while preserving existing familial legal relationships. The policy outlines requirements for establishing a SOUL Family, achieving permanency, and providing ongoing services and supports following case closure.
