It is the policy of CFSA to initiate or enter by request into a Memorandum of Understanding (MOU) or a Memorandum of Agreement (MOA) with other agencies of the District of Columbia in accordance with the laws and statutes of the District of Columbia. The District of Columbia Chief Procurement Officer (CPO) is the only authority to approve District of Columbia MOUs and MOAs.
