This administrative issuance sets forth standard procedures and guidelines that a CFSA Congregate Care Program Monitor shall follow to conduct program monitoring activities and multi-tiered assessments, inspections, and evaluations of congregate care contractors that operate under the authority of CFSA and the District of Columbia.
