The Child and Family Services Agency (CFSA) completes an annual Needs Assessment that reviews prior year services, resources and data to assist with budget and resource planning for the current and next fiscal year. The Needs Assessment informs a companion document called the Resource Development Plan. These two documents assist CFSA leadership in developing the resources to help improve the safety, permanency, and well-being of children in the District of Columbia’s child welfare system.
